undecided. >> i'm up in the air as to who i'm going to vote for. i have my reasons for why i'm up in the air and comes down do i want to see a better economy or lose rights. that's the way i look at it. >> i need to know which one is listening to the average person, the one who has a fixed income, the one who has minimum wage. >> colorado has nine electoral votes up for grabs. experts say this debate is very important to both candidates as they both have something to prove with voters. there will be two more debates this month. the second one october 16th. coming up in a little bit, we will be joined by fox business correspondent to talk about what viewers and the candidates can expect for tonight's debates. in pennsylvania, a major victory for democrats where a judge has blocked the state's new voter i.d. law from going in effect

election day. democrats said the law was a ploy to beat president obama for making it harder for minorities to vote. the judge ruled there wasn't enough time to enact the law to make sure some voters weren't disenfranchised. the pilot of air force 2 had to delay landing two times yesterday because of bad weather. the white house says the pilot missed approach during thunderstorms at charlotte international airport. later fog caused the plane to land at dulles instead of andrews air force base. maryland residents could be asked to pay more for electricity each month. >> but the extra money would go towards preventing major power outages. fox5's melanie alnwick joins us with details. >> reporter: good morning. i just got off the phone with a spokesman for maryland's public

service commission and she says the commission doesn't have the report. they understand it will be released today. the recommendations from the governor's task force, and they look forward to considering the recommendations. this came about after the june storm. it knocked out power to millions. some people offline more than a week. after that the governor put together a task force, because he wants them to look at ways to improve reliability among the utility companies. given the outrage we've seen over and over again when pepco has asked for rate hikes, it's a good bet the governor's proposal to add another fee onto consumers won't be that popular with the public. governor o'malley said in his executive order that upgrades to the power grids are necessary and urgent.

he said these prolonged outages cause economic and health damage throughout the state. he outlined the recommendations of his task force in a meeting with the "washington post" editors and reporters. in his words, he said the surcharge would amount to a dollar or two per month. the details will be outlined in the report the task force will publish today. again, the public service commission would have final approval on this. governor o'malley did tell the post that it's not just an additional fee, that there would be a carrot and stick approach, that in addition for the surcharges, also would change the way utilities are monitored and increase the standards that they have to go by in terms of how their reliability is judged. that's a big thing here in the state. a lot of people upset. it's been going on for a long time here. several consumer advocacy groups said they are not happy with the proposal to put yet another charge on consumers.

tony and allison? >> melanie alnwick, thanks. in other news, virginia's fleet of state vehicles is going green. yesterday governor mcdonald announced an effort to convert all state vehicles to alternative fuels. state signed agreements with two private companies. virginia is one of 14 states working with car companies to reduce the cost of vehicles that run an the alternative fuels. d.c. council members are hoping voters will approve a bill allowing the council to spend tax dollars without congressional approval. yesterday all 11 council members agreed to the bill for the long desired budget autonomy. it's expected voters will decide next spring. however, congress ultimately has the final say. the bill would keep federal budget issues separate from local government. a warning for students. police want them to watch out for a suspicious man. they say a female student was followed as she drove home

monday night. the girl says the man approached her as she walked into her house. she was able to get inside before he could reach her. today is walk to school day. it's part of an effort to raise awareness for pedestrian safety and promote physical activity among children. police, fire and rescue workers and elected officials are joining students for events at local schools today. they include walks to piney branch elementary, and another one to dr. charles drew elementary in silver spring. students in 40 countries are taking part. alan gross was convicted of spying and was sentenced to 15 years in prison. he has a tumor on his shoulder.

cuban doctors say it's benign, but american doctors say they couldn't rule out cancer and he needs to be treated. his wife and lawyer are pleading with the cuban authorities to release him on humanitarian grounds. the results are in, and there is no trace of jimmy hoffa's remains in a sample dug up from a driveway near detroit. he vanished 40 years ago. a tipster pointed police to the driveway, but looks like the mystery of his disappearance continues. i was hoping for answers there. in the wake of the scandal in columbia, new rules in the secret service handbook. moderate amounts of alcohol may be consumed while agents are off-duty. but alcohol use is prohibited within 10 hours of reporting for duty. an inspector general's investigation found six agents brought prostitutes to their hotel room in columbia back in april. trouble keeps coming for

american airlines. another inflight maintenance scare that startled passengers. this as they deal with performance problems and delays. wisdom martin is back to talk about all of this. >> the bad news just keeps coming for this company. today the latest issue came yesterday, rather. the pilot of a flight from dallas to st. louis reported a problem with the landing gear. he turned the plane around and brought it in for an emergency landing about 10 minutes after takeoff. people on the flight were told to brace for a crash landing. it did land safely and no one was hurt. meantime, american airlines says it now knows what caused a series of midair seat malfunctions. the airline says improperly installed clamps caused the seats to come loose on three flights, two of which had to make an emergency landing. they'll inspect 47 jets for similar issues. they have not said where the seats were installed or who might be to blame.

good news for american, the airline is making progress in a standoff with its pilots. the pilots union says it will resume negotiation talks and delay releasing the results of a strike authorization vote scheduled to end today. hopefully, if you have tickets or a frequent flyer with this company, you hope all this gets resolved before you get on the flight. there's a lot going on. >> you don't want those kinds of problems. >> not at all. >> thank you. appreciate it. the clock is ticking. we are now hours away from the first presidential debate. over the past few days we've heard the candidates talking about the extensive time they've spent preparing. so are they ready? for a preview we head out live to denver. good morning, good to see you. good to talk to you. i guess ready or not, here the debate comes. they need to be ready. a lot on the line. >> reporter: there is a lot on

the line. a lot of people would argue, and they debate about the debate. i think they can confirm the trend or now and then punctuate it. in 1980 with ronald reagan was the case. john kennedy against nixon was the case. you can argue in 2000 with bush and gore. some of these debates turn more on style than substance. the economy is front and center tonight. that is an area mitt romney feels he's got the ammunition. he's got the data. the concern among some of the romney supporters is he doesn't walk out on the data. he's got it down cold. the criticism is he hasn't brought passion to the argument and he's the guy to lead the change. expect him to throttle on the weakness of this recovery. expect the president to come back and show with the latest

jobs figures and others that has been moving in the right direction, that the trend is his friend. they're each going to look at the same thing, selling it differently. >> are there some concerns in the president's camp, similar concerns to those in the romney camp? because the president, though he brings passion, he can be wonky and goes on with the answers. >> reporter: who am i to judge people on being dull? there is a concern that boeing of these guys -- the president is a gifted, eloquent speaker. the wrap on romney is he's not, but smart. but the point is here, sometimes you have to get to the point and keep it very simple. there was talk in 1980 about

ronald reagan was personally insulted by the mischaracterrations that he felt jimmy carter has hoisted on the public in one ad after another. he left it at only there you go again, famously dismissing the entire democratic argument against the challenger. i don't know if mitt romney has that moment in him, or what barack obama has in his arsenal. it could be interesting. >> we don't know what questions yet will be asked. i wouldn't be shocked if the issue of what are now these dueling tapes come up. we have this new tape of then candidate barack obama talking to back clergy -- black clergy. do you think those are come up and do you think the tapes negate each other? >> reporter: i don't know. i tend to think this stuff tends to be noised.

whether it's information from months ago or years ago, or tapes that are unearthed suddenly out of the blue. i kind of think it rides on the basic stuff going in, in this case, on the economy. though it's not a subject of this particular debate, what's going on in the middle east. those arguments prevail. now, obviously, if an opponent can work a tape or embarrassment in the news to his advantage in framing a question or an answer, i could be alone on this, i just don't think it will matter. the economy will matter. people watching at home will try to size these guys up as to who has the best prescription. whether we want government to keep doing what it's doing or scale back what it's doing. whether the debt comes up, whether it's too much too fast. i think it comes back to a subject dear to me, the meat

big goals easily. david correy is here to talk about his journey and to perform for us. welcome to the show. >> thank you for having me. >> we are very happy for you. you're very talented. we're going to show and hear a little bit in just a moment. >> thank you. >> those who have seen some of you on the x factor know a little bit about your story. give us the short version about some of the things you've gone through to get to where you are now. >> i tell everybody every day that, you know, you have to fail. you can't be scared to try. it's how you learn to get to success. i've had a great team, a great family. and i do this for the dreamers. my car accident, i had to learn how to walk again. dropping out of college due to my disease, learning how to sing. it's surreal, because i do this for the dreamer. i do this for every kid who has been told no and every kid that is willing to do anything to make a better life. >> this being your dream, when you had the illness and you

lost your voice, that had to be devastating. how did you power through that to say i'm going to keep trying? >> if you truly believe in yourself, you have to see the light at the end of the tunnel. no matter how dim it is, you have to hold on. i believe this was meant for me, and i know this is way bigger than me. i have a message and i'm here to inspire. >> i want to show a little bit of you talking to the judges. they loved you. let's show a little bit of the x factor. >> always going to be somebody to tell you you can't do what you love. don't listen. do what you love to do. [ applause ] >> i totally agree with that. if you're good. and the good news is, you are very good. >> that's great. that's great stuff. one of the parts of your story, your birth mother, very young, put you up for adoption.

you've never met your birth mother. >> i have not. >> and you're hoping to meet her. tell me what's going on back in brazil now. >> first and foremost, i have a great family. they're supportive in this journey. they came to brazil when i was really young and my birth mother had me when she was 14, did an interview with tv over there via skype. the judge in the town is trying to help find her. there's been someone to come forward. >> don't know yet? >> we don't know yet. it's always been a curiosity to know why i look the way i do. did she sing? i love my parents to death. they are my number one. >> we should say, david can say hello to his parents because you grew up near here. >> i am a marylander, a country
